Pete is the founder of LEPISCOPO & ASSOCIATES. He has been in private practice in San Diego since being admitted to the California Bar in 1989. His primary areas of concentration have been in corporate and business law, civil litigation, appeals in state and federal courts, including the U.S. Supreme Court, and state and federal constitutional law matters. Pete has advised and represented members of Congress, California legislators, individuals, corporations and businesses, government entities, non-profit organizations, churches, local legislators, professional athletes, and members of the press.

He is a member of the Bar of the U.S. Supreme Court, as well as the Fifth and Ninth U.S. Circuit Courts of Appeal, acting as lead or amicus counsel in significant cases, including the California challenge to the 2010 Affordable Care Act, the Mount Soledad cross case in San Diego, the Texas and Kentucky Ten Commandments cases, and the Pledge of Allegiance case.

Prior to being admitted to the Bar, Pete was employed as a hardware and software design engineer by the Fortune 500 defense contracting firms of Scientific Atlanta, General Dynamics, and Loral Space & Communications (formerly Loral Corporation), where he worked on classified projects such as anti-submarine warfare, F-16 fighter jet, B-1 strategic bomber, and aircraft avionics test systems.

Bill is Of Counsel with LEPISCOPO & ASSOCIATES. He was admitted to the State Bar of California in 1989, thereafter engaging in private practice. He served 14 years in the California Senate (1998-2006) and Assembly (1992-1998). While in the Senate, he chaired the Veteran’s Affairs Committee, and served as vice-chair of the Judiciary, Energy, Utilities, Insurance, Environmental Quality, and Select committees. During his tenure in the Assembly, he served as chairman of the Judiciary Committee and a budget subcommittee on state administration. He also served 8 years as a Judge Advocate in the U.S. Marine Corps.

James earned his juris doctor degree from the University of San Diego School of Law. He also received his undergraduate degree in political science from USD, graduating magna cum laude in 1999.

Prior to joining LEPISCOPO & ASSOCIATES, James served as litigation counsel for the Pacific Justice Institute in Sacramento and worked in private practice in San Diego. His legal expertise focuses on matters including business litigation, personal injury, and non-profit incorporation. He also possesses a background in constitutional litigation, specializing in cases involving student free speech and religion, religious land use, and Establishment Clause issues. A graduate of two National Litigation Academies and an Allied Attorney of the Alliance Defense Fund, James is admitted before all California state courts, the U.S. District Court for the Southern and Eastern Districts of California, and the Ninth Circuit Court of Appeals.

James lives with his wife Rachel and sons Caleb and Andrew in San Diego County. He is an evangelical Christian who serves in several capacities in his church, Horizon Christian Fellowship Rancho Santa Fe. In his free time, James enjoys mountain biking and spending time with friends and family.

Areas Of Practice

Mr. Lurtz is Of Counsel with LEPISCOPO & ASSOCIATES. His primary practice areas include class actions, labor and employment law, and personal injury. Mr. Lurtz represents clients in both State and Federal Courts, in addition to alternative dispute resolution forums.
Professional Activities

Mr. Lurtz is a member of the Consumer Attorneys of San Diego (CASD) and serves as the Employment Law Column Editor for Trial Bar News, a CASD publication.


Mr. Lurtz received his B.A. in Political Science from the University of Kansas. During this time he also studied Political Theory and German at the University of Bonn, Germany. Mr. Lurtz received his J.D. degree from Thomas Jefferson School of Law, where he graduated with Honors. While in law school, Mr. Lurtz was an Editor for the Thomas Jefferson Law Review and externed for Hon. Joseph N. Camacho in the Superior Court of the Northern Mariana Islands. Mr. Lurtz also received a scholarship to study both Private and Public International Law in Pristina, Kosovo.

After Hours

When not practicing, Mr. Lurtz enjoys long-distance running, reading, hiking, and golfing. He also enjoys spending quality time with family and friends.
